Biography

Chloe Baldwin is a Partner in Steptoe’s International Disputes practice in Washington, DC, where she focuses on international investment disputes and public international law, particularly disputes arising in the energy and natural resources sectors. She is a Senior Research Fellow at Tulane’s Center for Energy Law and serves on its Global Research Council, where she co-leads research on dispute mitigation and avoidance in the energy and natural resources sectors.  Chloe has extensive experience in investor-State arbitration under ICSID, UNCITRAL and ICC rules, and previously served in Australia’s Attorney-General’s Department, specializing in international investment and trade law.
