Biography

An expert on U.S. energy and environmental policy, Hakes served as Administrator of the U.S. Energy Information Administration during the Clinton administration and as Director for Research and Policy for President Obama’s BP Deepwater Horizon Oil Spill Commission.  He also directed the Jimmy Carter Presidential Library in Atlanta for thirteen years. He is the author of numerous articles and two previous books on U.S. energy and environmental history.
